Interview with BBC World

BBC World TV and BBC Radio 4 interviewed H.E. Dr. Hamid Al-Bayati regarding the situation between Turkey and Kurdistan. Dr. Al-Bayati said that Iraqis understand the concerns of the Turks regarding the activities of the Kurdistan Worker Party (PKK). However the problem should be solved through diplomacy and peaceful negotiations. A military incursion by Turkey will add salt to the injury and complicate the situation more, especially when Iraq is passing through difficult times, he added.

Security Council Meeting on UNAMI

The Security Council held a meeting on UN Assistant Mission in Iraq (UNAMI) in which the UN Secretary General submitted his first report after resolution 1770. The resolution extended and expanded the mandate of UNAMI in Iraq. It requested the Secretary General to report to the Security Council every three months about the progress of UNAMI mission in Iraq. In this meeting US Ambassador Dr. Zalmay Khalilzad talked on behalf of the Multi National Force (MNF) and members of the Security Council talked about their view regarding UNAMI. Iraq PR to the UN deliver a speech about the Iraqi Government views regarding the situation in Iraq and UNAMI work.

Interview with Al Jazeera

The Al Jazeera TV Channel had an interview with Iraqi PR Ambassador Hamid Al-Bayati on the subject of the UN Security Council Meeting on UNAMI and the MNF. Dr. Al-Bayati said that the Security Council meeting was important as it listened to the first report of the UN Secretary General regarding UNAMI after resolution 1770. He added that the resolution reflected the desired of the Iraqi government to expand the role of UNAMI and emphasized the importance of the International Community support to achieve UNAMI objectives.

Courtesy Visit by Representatives of Doctors without Borders

Mr. Nicola De Torrente, United States Executive Director, and Mr. Manuel Lannuad, Program Manager for Iraq and Fabien Dubuet, representatives of Doctors without Borders, paid a courtesy visit to Iraqi PR, Ambassador Hamid Al-Bayati. Discussed in the meeting are the organization’s program and its plans to expand operations, as well as the challenges they are facing in the field.

Meeting with the British Foreign Affairs Committee

Dr. Hamid Al-Bayati met a group of 14 British Parliamentarians from the Committee of the Foreign Relations and talked to them about the situation in Iraq, addressing the security improvement, political process and reconstruction. The MPs asked Dr. Al-Bayati questions about the British forces in Iraq, the British Iraqi relations and many other issues.

Working Breakfast hosted by the Czech Ambassador

H.E. Mr. Martin Palous, Czech Ambassador to the United Nations hosted a working breakfast on the Challenges of Development Policy and Protection of the Environment: Views of the Czech Republic. Dr. Hamid Al-Bayati attended the working breakfast where Czech’s Deputy Prime Minister and Minister of Environment, Mr. Martin Bursik and Deputy Minister of Foreign Affairs, Mr. Tomas Pajor gave presentations.

P.R. of Iraq hosts a “Futour” reception

Ambassador Hamid Al-Bayati the Permanent Representative of Iraq to the United Nations held a Futour reception for the Iraqi community in New York at the Iraqi Mission located on the Upper East Side. Iraqi Diplomats who are in New York to take part in the General Assembly meetings at the U.N. attended the reception as well. Prior to the reception, Dr. Al-Bayati met with these diplomats and welcomed them to New York wishing them all success in their mission. At the end of the reception Dr. Al-Bayati congratulated Iraqis of Radman and gave a brief speech reaffirming the unity of Iraq and its people regardless of their religion, ethnic backgrounds, or sects.

Courtesy visit from the Japanese PR

H.E. Mr. Yukio Takasu, the new Permanent Representative of Japan to the United Nations, visited H.E. Dr. Hamid Al-Bayati, Iraq PR to the United Nations. The two discussed bilateral relations between the two countries. Ambassador Al-Bayati expressed his appreciation to Ambassador Takasu regarding the Japanese Government’s support for Iraq.

Courtesy Visit from Mauritanian PR

H.E. Mr. Abderrahim Ould Hadrami paid a courtesy visit to the Iraqi Ambassador, H.E. Dr. Hamid Al-Bayati as the new Permanent Representative of the Islamic Republic of Mauritania. The two ambassadors discussed the bilateral relations between the two friendly countries. Moreover, they spoke about the re-establishment of diplomatic relations. Also, Ambassador Al-Bayati stressed his positive views about the Iraqi embassy in Mauritania.

Annual Coordination Meeting of Foreign Ministers

The Annual Coordination Meeting of Ministers of Foreign Affairs of Member States of the OIC held its meeting on October 2, 2007, where H.E. Dr. Hamid Al-Bayati delivered a speech. Ambassador Al-Bayati spoke about the challenges facing the new democratic Iraq and stressed that the Government and people of Iraq are capable of overcoming these challenges with the help of the international community and Member States of the OIC, especially Iraq’s neighboring countries. He also stressed that the means to achieve the goals is through national dialogue and reconciliation. Ambassador Al-Bayati moreover highlighted the terrorists’ objectives to target Iraqi civilians, women, children and the elderly, as well as attacking mosques, churches, and other places of worship, markets, schools, universities, and the infrastructure of Iraq.

Iraqi PR, Dr. Hamid Al-Bayati attended the opening session of the 62nd Session of the General Assembly. Dr. Al-Bayati was elected as the Deputy President of the General Assembly for the 62nd session. He was the chairman of the 3rd committee for the 61st session.

Establishment of Diplomatic Relations with Georgia signed

H.E. Mr. Irakli Alasania, Permanent Representative of Georgia, along with diplomats from his mission, and H.E. Dr. Hamid Al-Bayati and Ambassador Alasania signed the agreement to establish diplomatic relations between the two countries in the Mission of Iraq to the UN.

H.E. Sir John Sawers, the new Permanent Representative of the United Kingdom paid a courtesy visit to H.E. Dr. Hamid Al-Bayati on September 10, 2007. They discussed the relations between the two countries. The two PRs worked together in Iraq in 2003 after the fall of Saddam’s regime when Mr. Sawers worked as an assistant to US Ambassador Paul Bremer the Head of the Coalition Provisional Authority (CPA)

Dr. Olafur Rangar, to brief the group regarding the nomination of Iceland to the membership at the Security Council. Iraqi PR, Dr. Hamid Al-Bayati attended the book launch of “Countering the Financing of Terrorism” by Thomas Biersteker and Sue Eckert hosted by the International Peace Academy and the Watson Institute. The launch was introduced with presentations and ended with discussions.

H.E. Mr. Giadalla A. Ettalhi paid a courtesy visit to Iraqi PR, H.E. Dr. Hamid Al-Bayati for having been appointed as new Ambassador of the Libyan Arab Jamahiriya to the United Nations. The two discussed bilateral relations between the two countries.

The Security Council extends mandate of UN Mission in Iraq

Resolution 1770 was adopted as the United Nations Assistance Mission in Iraq (UNAMI) mandate was extended for another year. The Security Council decided to renew and strengthen UNAMI in its unanimous adoption of resolution 1770/2007. The UN Secretary-General welcomed this decision. Ambassador Hamid Al-Bayati, Iraq’s PR to the United Nations delivered a speech at the Security Council whereby he stressed the importance of the support of the United Nations, its contributions in crucial areas of national reconciliation, regional dialogue, and humanitarian assistance and human rights.

Arab League meeting

The League of Arab States, upon request by Ambassador Zalmay Khalilzad, Permanent Representative of the US, held a meeting regarding the United Nations Assistance Mission for Iraq (UNAMI) mandate and the situation in Iraq. Dr. Hamid Al-Bayati delivered a speech during this meeting regarding UNAMI and how committed the Iraqi government in partnering with the UN in this mission. Dr. Al-Bayati attended this meeting along with other diplomats from the mission.

H.E. Mr. Mohammad Khazaee Torshizi, the new Permanent Representative of the Islamic Republic of Iran paid a courtesy call to H.E. Dr. Hamid Al-Bayati. Ambassador Torshizi who presented his credentials to the UNSG on June 25, 2007 was accompanied by another diplomat from his mission.

KCAA Radio Station, based in California conducted a phone interview with Ambassador Hamid Al-Bayati regarding the situation in Iraq, comments on the British PM Gordon Brown speech at the UN, the withdrawal of U.S. troops and other matters regarding Iraq.  There was also a question about the achievements of the Permanent Representative at the UN. Iraq Voted as one of the Vice-Presidents for the GA 62nd Session

Iraq had another major accomplishment for having been voted by acclamation as one of the Vice-Presidents of the General Assembly for its 62nd session. Other elected member states include Bahamas, Benin, Botswana, Cyprus, Democratic Republic of the Congo, Egypt, Gambia, Honduras, Iceland, Mauritius, Palau, Sri Lanka, Turkey, Turkmenistan, and Uruguay, as well as the five permanent members of the Security Council – China, France, Russian Federation, United Kingdom and the United States.  Dr. Hamid Al-Bayati, Permanent Representative of Iraq attended the meeting along with other Iraqi diplomats

International Leadership Conference, Seoul, Republic of Korea

The Universal Peace Federation, invited Iraqi PR, H.E. Dr. Hamid Al-Bayati to participate in a conference held in Seoul, Republic of Korea. The International Leadership Conference, with the theme of “The Need for Vision and Leadership at a Time of Global Crisis” was attended by the Iraqi Ambassador along with other Ambassadors, senior diplomats, government officials, spiritual leaders, academicians, and representatives of civil society that from the U.S., U.K., and France. This event, aimed to support senior diplomats and world leaders in their efforts to address critical global problems is co-sponsored by the Universal Peace Federation and the Washington Times Foundation (TWTF).

8th Annual World Family Policy Forum

Ambassador Hamid Al-Bayati was invited to Provo, Utah for the Annual World Family Policy Forum. This 3-day event included discussions on the issues of National and International strategies for strengthening marriage and the family, and policy areas related to the family – need for more reliable information and could be assisted through academic research and support.

The World Family Policy Center invited other UN representatives and international delegates as well.

SC terminates mandates of UNMOVIC, IAEA

June 29, 2007 marked a historic day for the Iraqi people and government given that the Security Council decided to terminate the mandate of the United Nations Monitoring, Verification and Inspection Commission (UNMOVIC). Alas, this horrendous chapter in the Iraqi people’s lives has been closed, in a vote of 14 to 0, Russia being the only SC member that abstained from the vote saying there was no official certification from UNMOVIC to close the Iraqi file. The Nuclear Verification Office of Atomic Energy Agency (IAEA) in Iraq is now also closed with the condition that the Iraqi government report within one year on the progress made towards non-proliferation. Moreover, the Council requested for the UNSG, H.E. Mr. Ban Ki-moon to transfer all remaining funds from the UNMOVIC escrow account to the Government of Iraq through the Development Fund for Iraq (DFI) within the next three months. Resolution 1762 (2007) has now been adopted by the Security Council, annexed to it is a letter from the Secretaries of State of the U.S. and U.K., informing the Council that all proper steps had been taken to “secure, remove, disable, render harmless, eliminate or destroy” known weapons of mass destruction of Iraq. Also annexed to the resolution is a letter from H.E. Mr. Hoshyar Zebari, requesting the termination of the UNMOVIC and IAEA team mandates.

H.E. Dr. Hamid Al-Bayati, Iraq’s PR to the UN delivered a speech to the UN Security Council calling for the adoption of the draft resolution that will end the mandates of UNMOVIC and IAEA’s Iraq Nuclear Verification Office. Dr. Al-Bayati expressed that this chapter in Iraq’s modern history has been an appalling one, and when it is closed, “the government and people of Iraq will be looking forward to a better life with a strong determination to live in peace with themselves, their neighbors, and the entire world”. Iraq’s PR also mentioned another heavy burden on Iraq – compensation that was a result of the invasion of the previous Iraqi regime to Kuwait. He said, “The Iraqi people who suffered from the former regime’s brutal practices should not be held responsible.” This is another matter that he hopes will be addressed by the UN Security Council.

Meeting the UN Secretary General
Iraq’s Minister for Foreign Affairs H.E. Mr. Hoshyar Zebari accompanied by PR of Iraq, Dr. T. Hamid Al-Bayati and an Iraqi delegation, met with H.E. Mr. Ban Ki-moon, UN’s Secretary-General and his aides in New York on June 12, 2007. The two delegations discussed the need to develop UN presence in Iraq. H.E. Mr. Zebari pointed out the importance of the UN’s support regarding Iraq’s position on the review of the mandate of the Multinational Forces in Iraq.  At this meeting, Foreign Minister Zebari also reviewed the positive results of the Sharm El-Sheikh conference held in Egypt.

Dinner hosted by PR of US to the UN
H.E. Mr. Zalmay Khalilzad, Permanent Representative of the United States to the United Nations, invited H.E. Mr. Hoshyar Zebari, Minister of Foreign Affairs, the Permanent Representative of Iraq, Dr. T. Hamid Al-Bayati, and the Iraqi delegation for a business dinner at his residence. In this meeting, they discussed the Iraq’s issues at the UN including the UNMOVIC and the ending of its mandate.

Meeting members of the Security Council
Iraq’s Foreign Minister H.E. Mr. Hoshyar Zebari, received in his New York residence the Permanent Members (P5) and other members (E10) of the Security Council (separately).  Iraq’s PR, Dr. T. Hamid Al-Bayati attended these meetings with the Foreign Minister. In these meetings, H.E. Mr. Zebari briefed the members of the Security Council about all Iraqi issues, including the Multinational Forces mandate, and the importance of consensus among the Council members to support the Iraqi government’s efforts to bring about safety and security to the Iraqi people.

Ambassador Hamid Al-Bayati traveled to Prague, Czech Republic to attend a Public Diplomacy Media Conference for fifteen Iraqi Ambassadors held Thursday, June 7th and Friday, June 8th, 2007.  The purpose of the conference is to provide a broad overview of public diplomacy and strategic communications for the ambassadors.

Ambassador Al-Bayati also attended a dinner hosted by the same organization I which Ambassador David Satterfield (Senior advisor to the U.S. Secretary of State and Coordinator for Iraq) where he discussed Iraqi issues, focusing on the situation in Iraq and the surrounding regional environment.

Election the Chair of the UN Third Committee
The Permanent Representative of Iraq, H.E. Dr. Hamid Al-Bayati attended the General Assembly meeting today to select the President of the General Assembly, Chairs and Bureau members of the Main Committee. The Ambassador being the current Chair of the Third Committee understands the importance of each committee and the selection for Chairmanship of the Main Committees.

Ambassador Al-Bayati announced the selection of the new chair, vice-chair and rapporteur of the third committee.

International Center for Transitional Justice Board Trustees hosted a dinner followed by a discussion led by His Royal Highness Prince Zeid Ra’ad Al Hussein, in which Dr. Hamid Al-Bayati talked about the Iraqi opposition efforts to set up an international and national tribunal to indict Saddam and his top aides for his war crimes, genocides and crimes against humanity.

The Arab League had an Ambassadorial level meeting to listen to H.E. Mr. Amr Musa, the Secretary-General of the Arab League. His Excellency, the Vice-President delivered a speech on this occasion in which he emphasized that the document of the International Compact reflects the vision of the government of Iraq to build state institutions, to guarantee freedom to its people, a fair distribution of its resources as well as respect of international legitimacy and commit itself to the principles of non-interference in the internal affairs of others or allowing others to interfere in its own internal affairs.

Meeting the Security Council
The Vice President of Iraq, H.E. Dr. Adel Abd al-Mahdi, accompanied by a high-level Iraqi delegation, and the PR of Iraq, Dr. Hamid Al-Bayati, participated in the Security Council open session to consider the report of the United Nations Assistance Mission for Iraq (UNAMI). His Excellency the Vice-President of Iraq delivered Iraq’s statement to the Council highlighting the efforts of the Iraqi government in confronting terrorism, rebellion, crime, and sectarian violence within the framework of a comprehensive security plan which aims for the ultimate responsibility of the Iraqi security forces for the security of the whole country.

Extension of the mandate of the Multinational Force, the Development Fund for Iraq and International Advisory and Monitoring Board
The UN Security Council extended the mandate of multinational force in Iraq until 31 December 2007, during its meeting on 28 November 2006. UN Resolution 1723 (2006) was unanimously adopted by the Security Council members, and was called to extend its mandate responding to the request by H.E. Mr. Nouri Al-Maliki, Prime Minister of Iraq. The meeting was attended by H.E. Dr. Hamid Al-Bayati, PR of Iraq. The mandate will be reviewed again at the Government of Iraq’s request, no later than 15 June 2007. The Council also stated that the mandate could also be terminated earlier, if requested by the Government of Iraq.

Iraq was successfully elected as a new member of the ECOSOC. Iraq made it to the membership of the UN Economic and Social Council with 181 of 192 votes.

Iraq’s PR Chairs the Third Committee
H.E. Dr. Hamid Al Bayati, was elected Chair of the United Nations’ Third Committee, related to Social, Economic, and Human Rights issues. This was the second time Iraq presided over a Committee since the establishment of the United Nations. Human Rights questions including reports of the UN Human Rights Council will main an important focus in the Committee’s work, and the Ambassador is greatly dedicated to this matter. The Committtee is expected to consider draft resolutions and draft conventions.

Mission of Iraq to the United Nations, jointly chaired a meeting with the United Nations about the International Compact with Iraq
The meeting at the United Nations was where the Government of Iraq and the United Nations announced the launch of a five-year International Compact with Iraq was attended by Ambassador Hamid Al-Bayati, Iraq’s PR to the UN. The Compact was initiated by the Government of Iraq for a new partnership with the international community. Furthermore, it is aimed at achieving a national vision for a united, federal, and democratic country.

UN 2006 Small Arms Conference – 26 June – 7 July 2006
The United Nations Conference to Review Progress Made in the Implementation of the Programme of Action to Prevent, Combat and Eradicate the Illicit Trade in Small Arms and Light Weapons in All Its Aspects was attended by Iraq’s PR, Dr. Hamid Al-Bayati where he gave a statement, along with other UN Member States. The Ambassador stressed that the responsibility of the international society to address the matter by providing financial and technical assistance to the most affected areas from the illegal trade and where most illegal weapons end.
